its probably becuase of different architecture. PDC AFAIK is based on core 2 arch. which is much more efficient and "powerful" than the pentium D's. that's why its around 135% better in gaming performance according to GD.

ah here is something that should clear it up, (apart from the pipeline's and execution thing's):
"The Pentium Dual-Core has a wider execution unit (four issues wide compared to the Pentium D's three) and its 14 stages-long pipeline is less than half the length of the Pentium D's, allowing it to outperform the Pentium D in most applications despite having lower clock speeds and less L2 cache memory."- from wikipedia.

basically it says, PDC has a more efficient instruction set so it perform's better even if it has lower amount of cache and clock speed.
 
Differences in cache memory really only are comparable between CPUs in the same family. Outside of that, other factors like microarchitecture, core speed, core count, and myriad other factors are more important for performance.
