I currently have a core 2 duo e8400 which has become old and i also own a gtx 750 ti,which is the best intel processor to pair with it to play latest games even at low settings on 768p.I have corsair vs 450 psu...

The 2nd one must be a joke. That would be total overkill.

I would recommend i5 4440 or 4460. (if you prefer Intel)
Or AMD FX-8320/FX-8320E if you want to cheap out.

If you do prefer intel, you can also try Core i5-4690K.

Almost any i series Intel processor would do good with GTX 750Ti.

But on the PSU side, I would recommend to change it as well. Better go for a Seasonic or Antec PSU which have better capacitors and better efficiency.

What motherboard do you have?
Without changing your motherboard, your best bet is to buy a used E8700 and try to overclock a bit.

If you will change out your motherboard and ram, look for a lga1150 motherboard for about $50 and a G3258 cpu for $65.
Plan on overclocking the G3258 to the 4.0 level.
The nice thing about the G3258 option is that the motherboard will support a future i3, i5, i7 upgrade.

Your psu is fine for any cpu upgrade.
