Program Gets Stuck Creating A Shortcut When Installing SSD+HDD Combo

When installing a program, for example Steam, the wizard gets stuck creating a shortcut for it on to the desktop. I had to go into the task manager and end the Steam ClientService task to get it to finish, and the shortcut appeared on my desktop anyway. I'm assuming this has to do with using the SSD as the boot drive and the 1TB hard drive as the storage drive. I changed the registry keys in:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList, the ProgramData file
and
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders
Wherever the path started in C: I changed to Z:, the 1TB hard drive, to save space on the SSD. I did not change the drive letter in the Desktop path in the third registry link, though. I kept that as C:.
So how can I get the program wizards to successfully make shortcuts to the desktop without it hanging up and me having to end a task in the task manager? Thanks!

1| Please be careful to note that your data is backed up and in the event that something does go wrong, that the important things in life are tucked away and in a safe corner. Any changes be it via the registry or via CMD tends to prep the OS to throw a fit to the end user.
