Programs Don't Open

My PC runs just fine, everything works and runs smoothly once a program opens. When I click on something, it takes 5 minutes to infinity minutes to launch, but in the meantime I have no problem watching YouTube or even launching other specific programs.

The issue looks like this: I fire up some War Thunder. I watch a ten minute YouTube video but War Thunder never launched. I open the Task Manager, but that also never launches. MSI Afterburner works perfectly fine and I can see that I have no load on any parts; my CPU, GPU, and RAM are all idling.

What is going on? I can even launch and play Fallout 4 on ultra settings in less time than it takes for War Thunder and the Task Manager to launch!

Download the free version of MalwareBytes and let it do a scan. If that doesn't fix it, do a full scan with your antivirus program.

I haven't used an anti virus in over a decade. Just scanned with MWB and still no virus. 🙁
