Closing program easier way to fix than a restart.

What appears under the taskbar? how much of chrome? you can just drag it to top unless its all under the taskbar.
Seems odd Win10 lets you put things under the screen but not above it.
 
Chrome needs to be opened in regular mode (not incognito mode), moved to where you want it to start, then closed before it will "remember" its new start location. Killing it via task manager will just result in it starting behind the taskbar again next time you start Chrome.

Right-click the taskbar. Make sure "Lock the taskbar" is unchecked. Left-click on a blank portion of the taskbar, and drag it to the side or the top of the screen. It will stick to that side, freeing up the bottom so you can reach windows which have been lost between the seat cushions.

Next, do the above move, close, restart procedure with Chrome to make sure the new start location is saved. Then you can drag the taskbar back to its original location and lock it again.
