Project Cars stuttering

I experience a lot of stuttering in Project Cars. So the first thing that I did was lowering the graphics: Everything on the lowest possible. Except for the game looking awful, nothing changed. So the second thing that came to mind was the CPU bottle-necking. I used a program called BES, a program that basically lowers the CPU-usage from a program. I played around with the limit a little bit, but on 1% (out of 99%), the CPU-usage was from 99% only 70% or something, but the stuttering wasn't solved. As I said, I played around a little bit with the limit, but the stuttering was still there.

My setup:
Gpu: sapphire r9 290
Cpu: Intel pentium G3258 (OC 4.5 Ghz)
Ram: 8 GB
500 GB HDD

Any help would be appreciated

I'd recommend going to the Steam Forums for PCars. They have a sticky for AMD users.

In any event, it is a known issue that AMD cards perform about half the speed of Nvidia cards and that AMD react to creating Catalyst driver optimization for this game. They are working on it now of course, but no ETA yet. However none have reported a problem as bad as yours. They are at least able to get it running after tweaks. But I will say this: it's a heavy hitter on PC rigs. It's the Crysis of the sim racing gaming world right now. It's taxing my SLI-970 overclocked 4690K rig pretty well with max settings at 1440p, and the game responds more to higher CPU speeds with four cores.

In this particular game, they decided to go hyper realistic with their physics, thus the extra cpu load. They also upped the graphic quality big time from previous racing games, thus the graphic demand.

From everything I had read about it, it puts games like Forza and Gran Turismo to shame, with realism approaching those of the super high end sims like Assetto Corsa; but still keeping a somewhat arcadish feel to it.

He has a Nvidia, so can't compare GPU's here
 
Abit late but iv found an easy quick fix that adds 10+ fps. I have a 290x and some shit fps every now and then but iv found if you turn off in game hub ie speedo, map I get a solid 60fps constantly. With a controller it's the right d pad to toggle the hub
