This is my rig. I am trying to find what settings I should be using
AMD FX-6300 3.5GHz 6-Core Processor
G.Skill Sniper Series 8GB (2 x 4GB) DDR3-1866 Memory (two sets, 16GB total)
EVGA GeForce GTX 760 2GB Superclocked ACX Video Card

There are frequently times where the game freezes up and gets ridiculously low fps such as outside of Notre Dame. The game is supposedly fixed now, so I don't know whether it is true glitchiness or bad settings.

haha what do you want to know? no one can give you more than that guide can and it seems like you know about the optimization problems.

if other games play fine its nothing hardware related.

The problem is, it is the most hardware intensive game that I play on the system. Skyrim and greatly-modded Oblivion are the two other games I am currently playing on my machine, and those take vastly less power than Unity.

Settings:
Ambient Occlusion: SSAO
AA: FXAA
Environment Quality: High (just recently moved to Medium)
Shadow Quality: Low
Texture Quality: High (just recently moved to Low)

You may be right about that. I started with those settings at 1080p, then dropped to 900p. At 900p everything looked so much worse and the problems didn't go away. Then I went back to 1080p and dropped environment quality and texture quality. I didn't play very much after that change, but things looked a bit more stable. I am thinking about turning off ambient occlusion.
