i understand that a proxy server caches the website in case a second or third or fourth user want to visit the website within the same LAN. but doesn't the proxy server have to keep going back to the web server to check if it's been updated by the webmaster so it can cache it again and again? if yes, then doesn't that defeat one purpose of a proxy server?

Solution
I forget but there is a indicator if the page has changed in the html been a long time since I looked at that.

I have not stayed up on proxy since they are pretty much worthless now days. Traffic is encrypted with https end to end so the proxy can not even see any traffic to attempt to cache. Microsoft has said they are going to put encrypted dns in windows 10 very soon so anything in the path will be completely blinds to what is going on.
