PS2 Controller not working

I got a PS2 off ebay, it works very well! Everything works perfectly fine! Came with 2 controllers, one is see through blue, and one is the original black. The blue one works fine, but the black one doesn't.

If I plug it in, the Analog light works and so does the button, but when the PS2 is in the system menu screens, it won't respond to any buttons. Can't use any of the buttons, however when I use it in games, I'm unable to use some buttons, only some buttons work, but not all of them. I've tried it in both controller ports, same thing, so it has to be the controller.
I'm planning on opening it to see if theres anything work. Anyone know a fix?
 
Are we talking about the controller's inability to work on your desktop or your newly purchased, second hand, PS2 console? If the latter, it's quite possible the bundle was let of for cheap since there as an underlying issue with the controller or the ports. You may want to connect it to your desktop and see if the controllers(one at a time) are recognized by your desktop. It should be noted though that depending on your system spec's(for your desktop) it can be an easy task or daunting task.

The PS2 system. The system has nothing wrong with it, just has a bit of trouble reading and spinning CD discs, which is easily repairable. The controller just doesnt work on the system. I can't connect the controller to my desktop, unless i get an adapter, wich i might probably get
