I was wondering if building a $500 PC would be better than the PS4. The PS4 itself has many great specs. I was wondering if this setup can beat the PS4.

It's really unfortunate, because no one explained to you the long-term cost difference. Evidently, you're cost sensitive, and you inarguably went with hands-down the
most expensive option.
Let's say you picked up a PS4. If you want to play online, you're paying for PlayStation +, which is $49.99/year. That doesn't seem like much, until you figure you're paying that every year for the console's lifespan, so 5 years = $249.95. That's your console tax that you probably didn't think about when making the decision.
If you buy only one brand new game every three months, you're paying $60/game. That's $240/year in games. In 5 years, that's $1200 in games.
So, over the course of 5 years, you're in your PS4 for $1849.94. That is quite a bit of money. Also, keep in mind, you're already graphically outdated and, as time wears on, it will become
extremely graphically outdated. And you only own 20 games. 5 years, 20 games, $1849.94.
Now, for the PC.
You spend $500 on a PC. Realistically, you will want to upgrade. So let's say in 2 years, you put another $500 into it to beef it up. You are now graphically equal to the PS4 for a short time AND far surpass it in 2 years.
There are no "online fees" for Steam or Origin, so nix that cost. To be equal to the PS4, you can now spend $849.94 in games. Here's the doozy: the most expensive top-seller on Steam right now is 7 Days to Die at $34.99. Now that you are spending 50% less on games, that $849.94 will buy you 28 games.
Let's recap:
PS4 over 5 years and 20 games: $1849.94
PC over 5 years and 28 games w/new GPU after 2 years: $1840
Also, keep in mind that I'm calculating $30/game for PC, when the reality is you will buy most games for under $15. During the last Steam sale, I picked up Bioshock Infinite, Far Cry 3, Deus Ex: Director's Cut, Borderlands 2, Dust, Skyrim, The Walking Dead, and about ten others for under $80. Even when they hit the lowest of the bargain bin pricing, PlayStation games go to only $15~$20. Realistically? You could get over 55 AAA games for $850 on PC.
