You can't compare the performance of a PC to the performance of a console. Even though it's the same game, the code for each is completely different. It's like asking which performs better? A Formula 1 race car in rush hour traffic or a chevy pickup at Monaco Speedway.

In theory, a 4core CPU and a dedicated GPU would perform better than the PS4 spec with all else being equal, but they're not equal.
For what the PS4 (and most other consoles) are, they're pretty good. Remember, size, design & mass production (and bulk buying of components) is a big factor for consoles.
Could get more performance, sure - at a premium, either dollar or space.

Could you get the same performance for the same price & same size....no.
To get the same or better performance, would be at a compromise. It would likely cost you more, and would result in a much bigger footprint. For example, look at this 'console' sized case from SilverStone:

It's a $100 case. To find the PSU & GPU alone (as you need smaller versions) drives the price up.
What does a PS4 cost? less than $400? That would get you a case, a PSU and maybe a GPU in the same kind of form-factor.......and likely wouldn't perform as well.

Then let us say graphical comparison, same image quality but diffrent FPS for each device?
I think technically the GPU in a PS4 is a HD 7870 (so roughly a R9 270X) which beats out an R7 370.
That being said, there are other factors. Would you be comparing the two on a TV via HDMI? In that case, image from a PS4 would likely beat out the R7 370.
Various factors though. 1080p? 4k? Different coding for console vs desktop etc

Sorry, wasn't claiming you did. Was just pointing out the PS4, for what it is, works very well for it's pricepoint.
