Question PSU +5VSB line failure

The +5VSB line on my PSU is reading 10V and the USB power lines are reading 7V.
It killed my wireless mouse and keyboard dongle.
The computer isn't damaged and other power lines are normal.
What should I do?

Ok, but can I pair my wireless keyboard and mouse to a new dongle? ( Mouse: Rapoo 1200P, Keyboard Rapoo E2000P, (same dongle))
