it could be power remaining in the coils of psu easiest way to check power down the system turn of the switch at the back of the psu hold power button down on the pc for at least a minute see if it persists. if pc springs to life for a second its normal what this does is remove all the extra charge in any capacitors.

If i switch the psu off, then the noise goes away, but that isnt good to do everytime i close my pc. Sometimes it doesnt make a noise when off, im not sure what it depends on. Very weird

its not weird its just power remaining in the psu component or the board itself thats why i said to turn of the psu by the switch. then hold the power button it will discharge the power in the pc basicly this should get rid of the excess power sitting in the capacitors if its done properly it shouldnt happen again. the other side is the psu is possibly a defective one that has coil wine
