PSU/CPU/GPU Fan Starts, Then Stops Suddenly

I just bought a used psu, (I know, sketchy. It was too good to resist.) when I have installed it, and turned it on, both its fan, the gpu fan, and the cpu fan turns on for half a second, then stops. The light on the power button flickers on when the fans start, but stops almost immediately.

I am not that knowledgeable with cables in computers, so I might have plugged it in wrong. What should I do to fix it?

That is pretty much it you have tried with other PSU's and they worked and only this one doesn't work.

This happened on my Optiplex. Check your power cable as that was the culprit in my case.
