PSU Extremly Loud

So I put my gigabyte 1060 in the bottom PCIe slot so my PC would look better. I also installed a RGB strip. I boot up the PC, launch fortnite and then the PSU gets super super loud. Tips?
 
Please describe your components, especially the brand and model (not just wattage) of the PSU.

What motherboard do you have? The bottom PCIe slot may not be x16, which might hinder your graphics card's performance. A second slot on many boards is only x4 lanes.

If your PSU is not up to the task of powering that card, it will get hot and the fan will ramp up until it is screaming trying to cool the PSU. Most likely, you are overloading it and it will either shut down (if it contains working protection circuits) or it will choke, smoke, and croak (if it lacks protection circuits). Worst case, it will take attached parts with it into the fiery abyss.

down. I put the GPU back in the upper pcie slot but some stuff happne. It would turn on and off a few times and the GPU sometimes stopped getting power. Everything seems good and the PSU is pretty quiet
 
While not a great unit, your PSU should be able to handle that card. Are you sure it's the PSU fan that is noisy?
From https://www.newegg.com/Product/Product.aspx?Item=N82E16813157761&cm_re=ASROCK_B350_PRO4-_-13-157-761-_-Product, it looks to me like the lower PCIe slot only runs at x2. Regardless of how it looks, you need to move it into the upper slot, or you will really hurt your performance.
Since your PSU is also an exhaust, you may want to turn at least one more of your case fans into an intake. Rear and top are usually exhaust, and front, side, and bottom (whichever are present) are usually intake.
