I think a light oil on the bearing wouldn't hurt but I think you may run into the problem of not getting the oil to where it needs to be.

Many times those bearings are pretty much inaccessible.

The other possibility is the bearings are just shot and no amount of oil is going to help.

Fixing a Foxin PSU might result in actually using a Foxin PSU, so I think I would avoid anything that fixes this fan.
