my psu is chieftec a-135series 650w which has 585w on 12v (>85% effectivity)
will be it enough for a bit OC ryzen 1600x (to 3800) and 1080 ti (jetstream)? im not gonna oc videocard.

Dont use a Chieftec PSU on a 1080ti. You have a high end system and are pairing it with cheap PSU. A malfunction can damage your system. While 585 watts will be enough for the sytsem, that PSU wont handle high sustained loads very well and your system will be pushing high sustained loads.

I suggest getting a quality PSU from EVGA, Seasonic or Corsair. A 650 watt PSU from one of those manufactures will be more than enough power.
