What size psu to allow for expanability for OC and perhaps an ssd or two. System is as follows:

Gigabyte 990fx board
r9 290x
8gb ddr3
5fans

No, it is because the 290x can spike up to 350w usage BY ITSELF. You NEED the PSU.

How about a 750w, would that offer expandability?

No, you REALLY need 850w minimum to use two 290x's.

If no second GPU and only overclocking, then yes 750w is fine.
