PSU issue? 4 symptoms

1. Turn on for split seconds, then turn off. Like 0.5 seconds
2. Need to wait for at least 36 hours before able to kick start the PC.
3. Unplugging the PSU and restart will repeat the cycle of 0.5 seconds.
4. When I unplug the PSU, the MOBO and GPU light will stay on for few seconds, then turn off.
After few second, both will light on again before shutting off completely.

Is my PSU broken? or MOBO?

Probably psu, or motherboard caps.
If you can borrow psu it would be good to test out.

Symptoms:

What are the specs for this system (make/model of all components, especially the PSU and motherboard)?

Model:.
PSU: CollerMaster Platinum 1000W
GPU: Asus GTX980 in SLI
MOBO: Rampage V Extreme

I tried to troubleshoot but removing all peripherals, none of it works.ted to happen.

My brother left me with this issue. He tinkered with Window's power option's Shut down setting, i.e Checked the Fast Start up option.
