Question Psu killed my pc?

So I just got a little gpu upgrade 1070 from 1060. I installed the card which went pretty roughly tbh but eventually it was installed. When I connected everything back up to the pc and turned on the psu the whole pc started blinking and the fans started spinning. I tried just after to power up the pc but I got nothing. Then I unplugged it from the wall, waited a minute or so and tried again and the blinking and all that happened again. It does the same thing when the gpu isn't connected now too. Any help would be appreciated!

You didn't really provide enough information to enable people to help you. Make/model of the power supply, and rest of system specs?
