Question PSU making a weird noise and monitor/mouse/keyboard not working ?

Hello.I have 2 problems
1.The psu seems to be making a weird noise and idk what it is. I've read online that it might be from the coolers but as you can see i put my finger on them and stop them for a sec but the noise it's still there.
2.When i turn on the pc my monitor gets no signal,my mouse and keyboard no light,also sometimes it restarts itself and i can't seem to use it unless i reseat the ram sticks.
My specs:

Gpu GIGABYTE GeForce GTX 970 G1 GAMING 4GB GDDR5 256-bit

Cpu Intel Haswell Refresh, Core i7 4790 3.6GHz box

Ram sticks Kingston HyperX Savage 16GB (2x8GB) DDR3 1600MHz


Motherboard GIGABYTE GA-H97-Gaming 3

SSD ADATA XPG SX900 series 128GB SATA-III 2.5 inch

Hard disk Seagate Desktop HDD 2TB 7200RPM 64MB SATA-III

Cooler CPU Cooler Master Hyper 212 EVO


Psu Seasonic S12II-620 Bronze 620W


DVD-Writer Samsung SH-224DB bulk black


I already cleaned it,checked the cpu gpu and stuff,it seems to be all working,i didn't check the psu and motherboard but i don't have others to replace to see if it'll work.
