PSU making "engine" type of sound.

For some reason my PSU is making a very loud "engine" type of noise, it's very hard to explain how it sounds. At first I thought it was my GPU so I opened my PC case and cleaned everything, but the sound is still occurring. I tried to test play a game, and I was getting massive amounts of lag.

My PC is very old (13+ years), so the warranty clearly has gone out. I also do not not, if ever, have the money to replace it. I've never had this problem before. I've only replaced my GPU and added 2 sticks of ram, that's it. The PC was running fine yesterday, without any noise.

I think it might be a hair or something stuck in the fan, but I can't see anything that's stuck in it. Is it a serious problem? I'd rather not have my PC explode or catch on fire.

Replacing the PSU is easy, but I am not risking my life by opening it up to replace the fan.

I do not, and probably will never have the money to replace it anyway. So I guess I have to find an old PC to salvage parts from.
 
I'd need to find one with at least 400W. Old PC's usually had 200-250W.

Hopefully I can find a replacement soon, because using this crappy laptop is killing me.
