Just go to sound setting in control panel and mute internal PC speakers, VOLA!

I had the same problem described in this thread...squealing/screeching sound when scrolling, or when the MB is using lots of power, or disk activity. I tried disabling scrolling in IE and C1E support but they didn't work. I finally found one solution that got rid of the squealing/screeching but doesn't really tell me what the underlying problem is. Here is what I did:

1) Go to Control Panel --> Sound
2) Go to Properties of Speaker
3) Click on Levels tab
4) Under "PC Beep" enable mute

It is more than that it is the coils them selves expanding and contracting while charging and discharging.

I'm having these exact symptoms. My initial reaction was to assume it was the hard drive but after sticking my head in the case I'm 90% sure it's my PSU. I just built a new rig and it's being powered with a Corsair HX650. If anyone has any insight on how to correct this problem it would be much appreciated.

Ok I have been dealing with this for the past week. PSU (GS600 CORSAIR) I have tried disabling all onboard sound and bios sound and still was experiencing the same problems today I tried a different power supply and the sound went away. I went to the retail store to return my PSU and they guaranteed me it had nothing to do with the compatibility with my board or video card the actual problem was there was a bad -12 volt rail in the power supply which cause the squeaking noise. They plugged it into a PSU tester and my unit failed the test. I swapped it out for the exact model GS600 and now works flawlessy. So i believe you must have a bad rail somewhere in the PSU unit most common for issues whith the mouse movement are the 5 and 12 volt rails. Hope this helps.

I know the post is a little old but I feel like I should write about what I found out.
So I've noticed today this "squeaking" sound coming from inside my computer when I was scrolling up and down on a web page in Internet Explorer. So I've opend up the case stuck my ear inside it and listened while I was scrolling and scrolling. I moved my head from component to component until I pinpointed the exact source of the sound.
And the annoying sound was coming from where the video card is(either from it or from somewhere under it, on the MB).
The card is a brand new Sapphire HD5850 Vapor-X with 2 GB of memory and I'm running it on a Windows 7 Ultimate system.
So what to do? I thought I would switch off the Aero Theme, as this is stressing up the video card, that I was using and I put on Windows 7 Basic theme( right click on desktop and select Personalise ) . And the nasty sound was no more.

The thing is...this was not the first time I've heard this sound. It was there right after I had freshly installed the computer a few months ago. But it was gone after some restarts and it faded into memory( or oblivion if it were up to me). But for the past few days after reinstalling Windows a few( too many) times the sound resurfaced.

This was my experience with "IE scrolling sound" , it came from the video card not from the PSU.

It sems that nowadays the electronics dont even last 1 year in normal recommended use. But it's ok lets just all do RMA after RMA or just get new ones from...Newegg of course what else....I'm gettting agravated here sorry 😛

Good luck with your brand new video cards mates!

Update : the video card is not "squeeking" on all web pages in IE. The ones with more video/graphical content dont cause the squeek but the ones like e.g this page with lots of text do.

Update again:
After intensive testing, meaning scrolling up and down with left hand while having the head stuck inside the PC case, I found out that the sound is still present even with the Aero Theme off. I'm still to find out what in IE scrolling is stressing so much the video card. Some say it's a capacitor or a choke on the video card that's making the sound and I'm sure they must be right. Cant be a leprechaun afetr all..I hope. It seems people found out it's a perfectly normal sound that we should learn to live with it( or get a new component that's not making the sound 😛). They also say the capacitor wont blow up, but if it does dont be near it :) Lets hope now that this capacitor wont scream like a mad...capacitor when playing intensive 3D games.

its probably either a failing capacitor or coil whine.
most likely coil whine. coild whine is more likely to happen in a low quality psu, but it an happen in otherwise high end units. just a manufacturing "flaw" in the coils, they vibrate a little-thats what causes it...not sure why it happens in certain ie pages though lol

Yeap it's a coil while, my father doubled on that, he's an electronist he knows his coils 😛 I tested with GPU-Z in one window and Internet Explorer in the other while scrolling in this page and here are the results :

Test 1 : IE smooth scrolling ON , Windows 7 Aero Theme ON,--> GPU clocks raise to max values, GPU load max 33%, VDDC voltage raises from 0.950 V to 1.090 V while scrolling, GPU temp raises from 36º to 46º --> coil whine YES

Test 2 : IE smooth scrolling OFF, Window 7 Aero Theme ON --> no voltage change, no temperature change --> coil whine NO

Test 3 : IE smooth scrolling ON , Windows 7 Aero Theme OFF (Windows 7 Basic theme on) --> GPU clocks raise to max values, GPU load max 33%, VDDC raises from 0.950 V to 1.090 V while scrolling, GPU temp raises from 36º to 46º --> coil whine present but inaudible for most humans

Test 4 : IE smooth scrolling OFF , Windows 7 Aero Theme OFF --> GPU clocks at minimum(157,300 MHz), GPU load max 10%, no voltage change, no temperature change --> coil whine NO

Conclusion? Use the chinese water torture on the maker(s) of the video card and on the maker(s) of IE smooth scrolling 😀
