Psu not working after long time of no use?

I have an old desktop with an i7 2600k and 8 gigs of gddr3 ram, and a single gigabyte graphics card, and im doing some pretty substantial upgrades to it converting it into a gaming pc, but when I tried booting it all the leds would turn on, the fans would begin to spin and after 3 seconds it would all turn off, it would repeat this 2-3 times before successfully booting and I was just wondering if this was a PSU issue as the computer hasnt been turned on for roughly 7 months. everything is registering in the BIOS correctly and the led on the mobo is displaying its receiving power so before I go and sink too much into upgrading this I wanted to know what was causing this issue?

I've had that issue in the past and it's often due to issues with the MOBO interfacing with other components. For me it was a driver issue with the GPU, if you want to be safe you can get a new PSU (they're pretty cheap and you may need that extra power to run new components if you add a lot). IMHO it's a fairly reasonable set-up if you wish to play games like CS:GO and Skyrim with reasonable FPS.
