PSU paperclip test

PC is in a boot loop before BIOS. PSU paperclip test only spins when connected pin 4 to pin 9, but spins slowly, then speeds up and slows down every few seconds with a click. When connected 13-14, case fans spin at proper speed but PSU fan doesn't spin at all.
 


It's a Corsair RM1000. I've just disconnected and reconnected everything, re-mounted the CPU cooler. The boot loop has stopped, the system turns on, but I still can't get the monitor to not be in power-saving mode. I'm gonna try removing the mobo battery for 5 minutes and then put it back in, another thread said this resets CMOS.

Didn't work. Still no boot loop anymore though, which is a start. Monitor is connected to mobo HDMI.

Took out ram, cleaned with isopropyl, re-inserted, boot loop is back. Seems to be to do with how the wires inside are sitting, because if the pc is bumped or lifted then it switches off.
