PSU Pass the paper clip test, but computer won't turn on nor has the fans and PSU itself.

So I started my first build today, and when I tried to test if it is working, the computer wouldn't turn on. The PSU did not turn on, the case fans didn't light up or spin, and the only thing that did happen was that when I turn on the computer power button, something light up which has an electric icon at the bottom of it. I also tried the paper clip test, the power supply was fully working an the fan spins as well, however, the computer won't turn on nor the fan even spin, nor has the PSU turn on either. What seems to be the problem?
 
Solution
Paper clip test only proves that PSU fan is working, not a guarantee it will work with MB connected. It's more likely that you have some other problems. Take everything out of the case, connect just minimum of parts and make sure you have MB speaker/buzzer connected.

A few things that I noticed are:
-PSU passes paper clip test, but when plugged in to the motherboard, it does not turn on
- Case fans and CPU cooler does not turn on as well
- only thing that appears to be turn on is the LED light on the case

Could it be the motherboard that is the problem? (is it dead, no beeping has occurred but a led light did shine up so could be hdd led or power led)
Or did I plug in something and it was in the incorrect spot?
Or is it something else that I am not aware of?

hi, sorry to be late to the party, i concur with CountMike, fan is all you tested, that and the psu capacitors. also in the take everything out but mobo one stick of ram and cpu with cooler. the reason he may have mentioned this is with your 500w your sitting at a 40w full tilt (according to test bench) meaning there is too much draw from too under powered of a psu. from my test results with an almost exact build as yours a 550w is barely making it. why not borrow a 650w from a friend and see if that fixes it. if not try to rebuild it and see if you did anything wrong.
 
You may want to refer to the manual if its your first build. Its very common to accidently put the wrong pins in each spot. I admit on my first pc, I switched the LED lights +and- around and they didn't work. I fixed it and it does now! so I would definitely try to look at that and I also would go with the people above on what they said. You can test that by unplugging the gpu and running on the onboard video to take down the power levels a bit. Just a reminder too... Its not good to have your psu running max power output all the time. It dramatically decreases its life!
