psu preventing graphics card from booting

hi all
i wanted to know if my power supply is preventing my asus gtx 560 graphics card from being detected.the fans go on but it doesn't work

my psu is LPG6 500w(not sure of the name probably shizzle quality)well on the psu there is two 12v numbers one is 16.5A adn the other is 20A
now im new to graphics cards specifically and i need help

Good bet the PSU is at fault, it is one of those cheap and nasty models.

also i am considering purchasing a "Corsair vs 650w psu"
i live in South Africa so i won't be able to get things from ebay and stuff
