I am getting about 15 fps on very low and also on the lowest resolution i dont understand why i see people with way worse hardware than me getting like 60fps on higher settings.

Its most likely some settings you have, have you checked for thremal throttle?

The game itself is bad optimized i have an i7-6700k oc to 4,5 ghz and a gigabyte g1 1080 and even i dip to 40fps normal fps 70.

I was getting an average of 50 cpu usage and an 8 in gpu usage i used msi afterburner

i tried running it at like medium and ultra i get the same fps a little more gpu usage but 20 ish more cpu usage
