Purple dots appearing on my windows.

Hey guys I'm having a problem with my PC, on certain areas of windows and you tube videos there are purple pixels appearing, I noticed this during the end of the life of my old radeon HD card and now its appearing with my r5 220. They don't always appear, when they do they last for varying times, sometimes just for a second, hours, or even days sometimes. When I move windows over top of the affected areas it doesn't transfer over to that window.

My best guess is dead pixels

no, because if i move another window over the affected area the colors are fine. and i can move the window arround with the affected area and it follows along with it.
