put pc to sleep then turn on power button cpu fan starts normaly then stops then starts

so i put my pc to sleep then come back 5 mins later and press the power button everything turns on correctly for about 2 seconds then cpu stops for 1.5 seconds then everything starts normally again.

and on sidenote when i put my pc to sleep and come back and touch the mouse or keyboard it just does a normal boot up/startup why does pressing the power button make any difference and is it bad for the cpu when the fan on heatsink stops then starts
