Thats always a possibility, but why do that? Just sell retail only 1.3000 and higher, and then re brand your lower VID to a higher one, while adding speed.
Think about it. I have a 1.2000 VID q6600. It gets 3.6 at 1.312 volts. It costs 200 bucks.
If I was intel, I would be very Pi$$ed that someone realized the power of VID, so i would re brand my 1.2000 VID into a 1.3250 VID chip, and set the speed at 3.2 Ghz and sell it for 1000 bucks more!! (QX anyone?)
We know that a 1.2000 VID will get 3.6 at a loaded value of 1.312. (I disabled VDroop. But with 1.3250 in the Bios, bringing on 1.25ish loaded, I can still get 3.2 for ever!) So if I was intel, hell yeah I would sell the loser chips retail.
They only have to do 2.4! and we want to stem OCing, without people paying for it! Why give good chips out? Save them for yourself, and re brand the VID and OC em, and make 1k more per chip.
