If you define power as the "GFLOPS" rating, then again, no the Core 2 Q9500 is not as powerful. It can at best get 90GFLOPS using SSE3 instructions. The Cell in the PS3 can get 179GLFOPS if all the SPEs and PPEs are working. You can do the math from there.
However GFLOPS is not a good indicator of performance for things like running a game, and it's not easy to determine which one is "better" in that regard. And the PS3 was hard to program effectively for, so it's even harder to determine if apparently poor in-game performance was due to the developer not making the most out of the PS3's hardware.
Again, it's pointless to try to compare consoles to PC gaming.
