Your 3rd pic provides the answer. Your FSB is 333mhz. This 333 x 8.5 multiplier(locked upwards) is your q9550 CPU speed of 2.83ghz. This also shows your 1:2 memory divider for 667 DDR2 speed. Core 2 and older Pentuims were "quad pumped" FSBs. So 333 Mhz base gives you x4 for 1333 stock FSB. In other words, raising frequency from 333 increases CPU cores speed, overall FSB, and memory. This is why you need to change memory dividers to keep speed close to 667 as the base 333 is tied to everything. In most cases in my experience from those days, I only had to adjust Vcore for overclocking if you kept memory speed in check. Only near the max overclock would adjusting NB voltage( contained memory controller instead of CPU before i3, it...
Can you provide pics of OC options? Tennis2 is correct from Core 2 generation. Only the Extreme Edition had unlocked multipliers( had a QX6800 myself). Otherwise, raising the FSB was how you OC'd CPU, while adjusting FSB/DRAM ratio to keep your RAM speed "close" to your RAM spec.

Ok so when adjusting the fsb what should my memory be for e.g 3.00ghz?
 
It divider for RAM is left alone, its still 1:2. In other words, your FSB Base x2 is your RAM speed. You would need to select DRAM frequency from pic 3 to see other speed options available as you increase the base FSB above stock 333Mhz. The DRAM frequency setting is actually changing the dividers from the list of choices given is my guess. For example, if you raised the FSB to 354Mhz(to get around 3.00Ghz on CPU), your RAM would try to run at 708Mhz if you left divider alone. Be aware that some dividers are more stable than others. Have to test as you go. This also raises overall FSB "quad pumped" as Intel called it to 1416Mhz vs. stock setting of 1333.

Regarding memory, what is your actual kit rated at, what is model #. When you starting OCing in these generations, you won't be able to keep memory at the rated frequency. It tends to fall above or below depending on FSB used and DRAM divider. This is just how it goes.

When i found my computer it had 8gb of ram that didn't even say anything on the modules.

I'm not at my pc currently but i think they are 333mhz before i overclocked to 3.00ghz.

I would oc it to 3.4 ghz but it runs at 92c underload at 3.00 ghz

Ok. Thanks for the update. Your RAM is rated at 1066Mhz, great speed for DDR2 era. OCZ was great for me back then as well. They got bought out by Toshiba years back though. If you didn't adjust the DRAM divider, you would be at 720Mhz RAM. In other words, you could keep same divider, or adjust RAM to faster. You can't access EPP profile, you need Nvidia chipset board for that, but that's another story. Be aware that if you increase RAM speed, you would have to loosen timings.

Also, what cooler are you using? Good mounting? Cleaned of dust? Fresh thermal compound? If you want to go further, a cheap replacement could get you to a much higher OC if budget allows.
