Question about Bios settings ?

What should be the setting in the Bios for HDD Power Down.
It is currently Disabled, does this mean that windows power
management will not be able to use this feature, or is it supposed
to be disabled to prevent conflict between its setting and the
one of the OS ?

Well, since we don't know what specific brand/model motherboard and
what specific brand/version of BIOS you have, we can't look up the
manual on the web for you. So, why don't you just open up the manual
that came with your motherboard/PC, and read what it says about this option?
