Question about Cpu Usage

My question is my cpu usage normal? Im playing a game called rainbow six at max graphics settings.I am getting around 260 fps. My Cpu usage is ranging from 54% in the menus to 70-96% in game. is that normal?

I have a
core I7-4790k
MSI gtx 1080 ti
