Question about G-Sync (1440p, 144Hz, GTX 1070)

I have read a lot in the web and still didn't understand everything fully. Yesterday, I upgraded from standard 1080p 60Hz 5ms PLS LED Samsung S27C570H to 1440p 165Hz 4ms IPS AOC AG271QG Agon with G-Sync. I wanted more resolution, faster response time, g-sync and better image quality for my secondory hobby photography. After reading a lot, I hope this was the right decision. I play all sort of games. My graphics card is a GTX 1070.

My question is, if G-Sync is setup correctly, will it have an effect with lower Hz/fps than current set refresh rate in example 144Hz? Say the game is getting 110-140 FPS. Is G-Sync working still? Or should i enable V-Sync and reduce quality settings further and reduce Hz refresh rate of monitor to play at fixed Hz/fps? In example 90Hz?

And what about the 4ms? It is almost the same as 5ms from my previous monitor. Can I just ignore this?

You enable gsync and vsync (on by default) in the nvidia control panel. You leave vsync off in the game itself.

Gsync works from like 30fps to your max refresh. Normally best to set frame limiter in game to your max refresh. No need tp turn down settings unless you're down below 60 a lot.

Sorry for double posting this, but I don't get an answer in section for Displays. Maybe I should have posted this in this area for graphics card. My short question is, if I get 60 FPS and my monitor is set to 144Hz plus G-Sync enabled, does it work then? Or should I set to 60Hz?

After all the help I done, this is what i get for from moderator.
