Question Question about GP Util

Have one question if it's not a ptoblem. How i to get my gpu to work full max? Cause from what i see its not going for more then 70% and woltage is so low... around 50-60W. I'm noob for this things cause of that im asking. Just got new card 6600 xt and don't get is it possible to change it somehow to work more. https://ibb.co/1dyJ7p2

What exactly is your problem with the GPU? From your user benchmark you GPU hit its average rating and appears to be operating within it's average performance margins.
