Question about motherboards and cpu's

Hi i have two questions
BTW its my first time building.
1: What cpu should i use for my xfx r9 390. i have a limited budget though so im looking for a fairly cheap that wont bottleneck, ive been looking at the intel core i5-6500 and the amd fx 8320 (i think it was).

2:How much should i spend on a motherboard with the according cpu?

I would go for the i5 6500, newer processor, newer technology, I believe the i5 6500 is also backward compatible with DDR4 and DDR3 RAM, but I don't know if there is a motherboard in the 1151 (socket which the i5 uses) motherboard which supports DDR3 RAM.
