Question about my rig.i5-4440 3.3Ghz

CPU: i5-4440 3.3Ghz with Antec 1250 cooler
Mobo: cheap asrock H81
RAM: 16Gb generic (Unknown made in usa) 1600Mhz
GPU: MSI gaming R9 280x 3G (1100mhz Core) (3x Monitors running at 1080p)
SSD+HDD: Corsair Force 120Gb, 2x 1T WD Caviar.
PSU: SeaSonic 650w +80 Bronze

Gettin 28~30 FPS at Arma 3 (multiplayer)
Id like to hear a suggestions to gain more FPS for the buck!

Lower your in game settings or drop down to 1 monitor.

that makes no difference. with all 3 monitors (btw, the middle is full screen other two are just desktop for skype and stuff)
also using cortex/radeonpro, still low fps =\
