A CPU has a base frequency
A CPU has a turbo frequency.

If I overclock a CPU, does it just change the base frequency?
Or does it change the frequency and disable the turbo?

It changes frequency period, instead of base and turbo you get a frequency you dial in. If you set it at let's say 4GHz it will run at 4GHz. all the time .
Some CPU-MB/BIOS combos may let you boost just Turbo frequency or let it drop at idle.
