Question about refresh rate on cables

Stupid to some but is let's say HDMI capped at 60 Hz (on 1.4) or is it based on res so if you use 1024*760 instead of 1080, you can push it to 120Hz. And same with vga, can I push it to 120Hz if I have half the pixels.
Edit: my monitor is 144 Hz

By the research I've come across, There shouldn't be an issue doing so. However I don't know how to accomplish this. I would say that your your best beat is to get the proper cables to achieve your ideal refresh rate and resolution.
