Question about water cooler connectors

According to clutchc in this thread, water pumps need to have constant 12V in order to constantly run at full speed. However, in this article, the NZXT Kraken X61's water pump gets its power from a SATA power cable, and it plugs into a USB 2.0 connector so that its fan and pump can vary their speed.

Is this an exception to the rule?

I need to figure out the best liquid cooler for my gaming PC, but I've never messed with liquid cooling before. I purchased a 6700K for my Asus Z170-Pro, so I was thinking about the Kraken, since it was the best-rated closed-loop liquid cooler on Tom's Hardware.

I just need some clarification here.
