My Brother bought parts for a custom PC to replace his old crappy one. I told him to hold off on buying an OS until I could get an answer to this Question: If he buys a copy of Windows 7 now that Win 10 is already out, can he still upgrade to Windows 10 for free or is it too late now?

has 1 year from the 29th to upgrade for free

though not every one will get the upgrade immediately as you are talking hundreds of millions of people trying to upgrade

from windows update so it will be staggered or their servers would just collapse under the demand

not g2a again

microsoft totally deny they are a valid reseller

any where that sells windows too cheaply is dodgy and to be avoided

They are cheap because the sell only the key excluding the physical copy, shipping costs etc etc. G2A is extremely legit and it is a place I mostly buy originals, including windows.

sorry but no its not extremely legit

you may get a key that works for a while then gets blocked seen it a few times on this forum

or you may get very lucky and get a key that is actually genuine

but not legit according to microsoft and i certainly wouldnt recommend any one to buy a windows key there

Selling product keys without the product is against Microsoft's TOS. Anybody that sells you a product key without a product is illegitimate and should be avoided.

Of course it should be avoided. The point is not in that. The point is that it is a cheap method to get a key for something you need and be "legal" as the website is not illegal or else it would have been closed by now.
