question about windows install

i want to fresh install my windows 8.1 oem copy once i get my new graphics card. I am getting the exact same gpu, brand new 980ti sc+ acx 2.0 to exchange my current 980ti sc+ acx 2.0 because of its coil whine. will i be able to fresh install the oem copy of windows with the new gpu installed?

secondly, i have steam installed on main SSD, my HDD is the one with most the games on it. If i unplug the HDD and do fresh install of windows onto the ssd, then reinstall steam, will it mess anything up with the games already on the HDD? thanks

1) it will install similiarly as you first install windows with your old gpu

2)No but when installing back steam you need to add the games directory of your hdd
