Questions regarding my CPU and GPU settings

I hope that I've posted this in the correct area, I apologize in advance if I haven't.

Here are my PC specs:

MSI A68HM Grenade Motherboard
AMD x4 860k CPU
Sapphire Nitro Radeon R7 360 2GB DDR5
8GB HYPERX 1866 RAM
150 GB Hard Drive
Corsair VS 450 PSU
Operating System: Windows 7 Professional

My questions are the following:

I use my PC for everyday tasks like surfing the web, work e-mails, etc as well as playing CSGO competitively.

I want my PC running at maximum performance whilst playing CSGO, I don't want fps drops, etc because my system is running sub optimally

How do I ensure this?

I want my PC to run stable FPS (i play with 1024 X 768 in - game resolution with everything on low graphics), what fps should I expect?

I normally cap my fps at 131 in CSGO.

I'm not very clued up when it comes to the technical side of things, but I'm trying to learn!.

What must my CPU BIOS settings be?

Must I have turbo core enabled, disabled or auto?

Must I have AMD cool and quiet enabled, disabled or auto?

Must I have spread spectrum enabled or disabled?

I'm using AMD Overdrive to monitor my CPU's frequency and thermal margin.

I'm using AMD Radeon Settings to control and monitor my GPU's settings, I have to admit - the settings named GPU Clock, Power Limit and Memory Clock are adjustable (and I have no idea what to adjust them to), any and all help will be greatly appreciated.

Hello... For your Windows 7 OS:
1) Check your OS "Power settings" PCI express, CPU, etc for 100% min/max performance setting.
Control Panel\All Control Panel Items\Power Options\Edit Plan Settings-Change advanced power settings.
2) utube "core parking" and disable it in your OS registry. (regedit)

Your pc will ru CSGO at that resoution just fine. You shouldn't get many fps spikes, though if you do, try lowering the fps cap to something like 90
