Aside from wasting money, is there any harm using a way too powerful graphics card with a weak PSU? Assuming the PSU is capable, of course.
 
Solution
It's impossible for something to be more powerful and slow down another component. There are instances where a setup like this will have worse performance than a low end gpu but that's because the gpu is bottlenecked. But don't interpret that as the cpu is slowing down the gpu because it's not. There's a difference between slowing it down and not letting it use its performance.
