Solution stdragon Apr 30, 2018 It's NOT a CPU issue. It's NOT a Chipset issue. It *IS* AMD dropping Win8.1 support for your card. Replace the video card. Or upgrade to Win10 https://www.amd.com/en/node/1311 Win8.1 support is non-existent. Sucks, but there you go
