Question Quieter cooler for RTX 2070 Super?

I did my current build in April 2020 - just before GPU prices went crazy. If I had known what was about to happen, I would have chosen a more powerful GPU. But my budget was limited, so I compromised with the RTX 2070 Super.
The rest of my system is:
AMD Ryzen 7 3700X (stock cooling) on Asus Tuf Gaming X570 Plus WiFi
32GB G. Skill Trident Z Neo DDR4 @ 3200MHz.
2ea WD Blue SN550 NVMe M.2 1TB SSD
Seasonic Focus GM-750
Case: Fractal Designs Meshify C (no glass)
4 case fans (2x 140mm front, 1x 120mm rear, 1x 120mm top) controlled by ASUS Q-Fan.

I have 3 monitors; the main one an ASUS Tuf Gaming VG27AQL1A @ 2560 x 1440 @ 60Hz but capable of running up to 144Hz.


My complaint is that the fans on the RTX 2070 Super are constantly revving up and down while playing games. The most intense games I play are MSFS 2020 and Tetris Effect. None of my other games cause the fans to spin up.
I have MSI Afterburner running, showing the following info while running MSFS 2020.

GPU: 1725 MHz
Mem: 7000MHz
Volt: 0V
Temp: 83C

I have Temp Limit set to 83c, and power limit set to 100%.
I am not overclocking anything at the time.

My thought is a more efficient (and quieter) fan system for the GPU, or possibly liquid cooling?
I am not looking to overclock; I am only looking for a quieter cooling system.

Any suggestions?

Nvidia has a very crappy fan curve your best moding it threw MSI after burner.

28c 30 percent

55c 60 percent

75c 100 percent.


Is what I used for 2060 super
Also exact make and model of 2070 super

You could switch out the pads and paste

Mx6 paste
Isopropyl alcohol
Cotton swabs
Calipers
Minus pad 8 or arctics high performance thermal pads.

Reason I ask for exact model is there may be a tear down with thermal pad thickness otherwise you'll need to open the card and measure pads the part that's uncompressed.

The paste on these cards is low quality and goes like cement.


(Also the mod that deleted my post for profanity reason could have simply asked for me to edit it out. I can't even remember even writing the post with any profanity in it.)

Thanks guys; I never considered that the heatsink efficiency could be a problem.
I have a tube of Arctic Silver on hand. I have always preferred paste to the pre-formed pads.

I did set a fan curve in MSI Afterburner. The fans seem to be revving less often now, but they still do at times.

I disabled the 'link' in MSI Afterburner and set max temp to 80. Fans run at higher speed, but don't rev so much as before, and the temp is below 80C.
Considering how fast the GPU core temp decreases when I stop playing Tetris Effect, I doubt there is a problem with the heat transfer.
I did some searching, and it seems that Tetris Effect is a GPU hog. I tried decreasing graphics quality, but that didn't do anything at all.

I play Tetris Effect on Steam, if that matters. I went into the options for the game, and found that V-Sync was off. When I switched it on, the GPU runs MUCH cooler. It's now running at under 50C compared to 80+ with V-Sync off.
