Question Quieter cooler for RTX 2070 Super?

I did my current build in April 2020 - just before GPU prices went crazy. If I had known what was about to happen, I would have chosen a more powerful GPU. But my budget was limited, so I compromised with the RTX 2070 Super.
The rest of my system is:
AMD Ryzen 7 3700X (stock cooling) on Asus Tuf Gaming X570 Plus WiFi
32GB G. Skill Trident Z Neo DDR4 @ 3200MHz.
2ea WD Blue SN550 NVMe M.2 1TB SSD
Seasonic Focus GM-750
Case: Fractal Designs Meshify C (no glass)
4 case fans (2x 140mm front, 1x 120mm rear, 1x 120mm top) controlled by ASUS Q-Fan.

I have 3 monitors; the main one an ASUS Tuf Gaming VG27AQL1A @ 2560 x 1440 @ 60Hz but capable of running up to 144Hz.


My complaint is that the fans on the RTX 2070 Super are constantly revving up and down while playing games. The most intense games I play are MSFS 2020 and Tetris Effect. None of my other games cause the fans to spin up.
I have MSI Afterburner running, showing the following info while running MSFS 2020.

GPU: 1725 MHz
Mem: 7000MHz
Volt: 0V
Temp: 83C

I have Temp Limit set to 83c, and power limit set to 100%.
I am not overclocking anything at the time.

My thought is a more efficient (and quieter) fan system for the GPU, or possibly liquid cooling?
I am not looking to overclock; I am only looking for a quieter cooling system.

Any suggestions?

do you have a custom fan curve in place or just allowing it to do it's auto-tune?

I have been using automatic fan control.
I am going to install the Unigine benchmark and see what I can do with the fan curve.

you would want to use either the GPU manufacturer's available control software
or the fail-safe 'MSI Afterburner' for setting manual fan speed curve.

I done paste and pads here not to long ago for gigabyte 2070 super 3x windforce that was ramping up with or without a curve set. The REDO fixed it.
The pads Iceberg Driftice and used Noctua Nt-h2 paste.
