Question r5 3600 4.1ghz 1.3v not booting even with bios reset

I tried to bring my cpu down from 4100mhz to 3095mhz and 1315mv to 1300mv and now it wont boot even though i have reset the bios multiple times.

So you can't get to Windows ?

By reseting the Bios you mean loading the defult/optimized defaults settings, saving, etc?

Have you tried to turn off the PC, take the cmos battery out for at least 1 min, put in back on and powering the PC ?

r5 3600 patriot viper 16gb 3200mhz cl15, gigabyte b450 gaming x rx 5700xt, hp x920 512gb, hyper 212 evo

Did you unplug it?
Press the power button to discharge power supply capacitors?
And then remove the battery for at least one minute?
Reinstall plug in power supply ,then boot?

Should i turn it back on with or without the cmos

When i took the cmos battery out it was warm is that normal after after system was on still no signal
